Institutionalizing Community Enterprises for Disaster Readiness through a University-Village Partnership in Alue Krueng

Abstract

Background: Community-service programs in disaster-prone villages often prioritize tangible products and equipment while giving less attention to the rules, records, legal links, and actor coordination required for continuity. This study evaluated how the BEM Berdampak program in Alue Krueng Village institutionalized two community enterprises for continued operation under disruption.


Contribution: The study proposes an institutional readiness pathway that connects co-diagnosis, governance routines, accountability records, regulatory linkage, cross-sector validation, and community handover. The contribution is distinct from earlier program articles that reported biomass-energy production and the product-market transformation of Aku Pisang.


Method: A participatory process evaluation was conducted during the documented field implementation from October to December 2025. Evidence was assembled from observation, group discussions, standard operating procedures, cashbooks, production logbooks, meeting minutes, legal documents, student service records, and photo documentation. Changes were analyzed descriptively across six readiness domains and triangulated with partner and stakeholder records.


Results: The food enterprise adopted role allocation, cost-based records, production planning, and SPP-IRT documentation. The farmer group established a written structure, task division, operating procedures, logbooks, and meeting records. Village government, the Aceh Jaya Health Office, lecturers, and 21 multidisciplinary students performed complementary roles within a 160-JKEM service cycle.


Conclusion: The program converted several informal practices into locally retained institutional assets. These assets improve readiness for continuity and replication, although actual enterprise performance during a future flood still requires longitudinal evaluation.
